The political\nemphasis on the \"anti-communist\" strategy against the Soviet Union, the military implementation of\n\"Inner Mongolia operations\" by the Kwantung Army, the economic proposal of the \"Japan-Manchukuo\nEconomic Community,\" and the further systematization of the \"cultural work against China\" policy were\nthe overall characteristics of Japan's policy toward China during this period. Japan's interest was not\nlimited to Eastern Inner Mongolia, but the entire Mongolian region, including Western Inner Mongolia,\nbegan to be subject to the formulation and implementation of its expansionist policies. Accompanying\nthe Kwantung Army's military operations, cultural and educational infiltration and expansion became\nan urgent strategic tool for Japan.
