A preparedness of infrastructure like a gas facility or a training facility leads to improvement of productivity in the region where it is provided. The infrastructure like this is usually provided by not private firms but the government. This paper shows that comparision of optimal investment level and social welfare under each fiscal system. We can get two main conclusions as follows. One of them is that optimal investment level under the centralized system is equal to that under the decentralized system when the local governments have low type. On the other hand, the optimal investment level under both centralized system is smaller than that under the decentralized system.
