The Zenrin Association was a cultural group that emerged from the guidance of the continental policy and the Manchu-Mongolian policy since the Meiji period in Japan, with the aim of adapting to the urgent needs of Soviet strategy at that time and to cultivate cultural softness for the Mongols.
