The Japanese language education carried out in Japan in the western region of Inner Mongolia can
be divided into two stages: the early period (the period of cultural activities of the Zenrin Association)
and the later period (the period of the Mengjiang administration). Among them, the Japanese language
education of the Zenrin Association can be divided into two parts: Japanese language education for
Mongolian students in Japan and Japanese language education in the western Inner Mongolia region.
The Zenrin Association was a cultural group that emerged from the guidance of the continental policy
and the Manchu-Mongolian policy since the Meiji period in Japan, with the aim of adapting to the
urgent needs of Soviet strategy at that time and to cultivate cultural softness for the Mongols. This
article examines the Japanese language education of Mongolian students in Japan, and believes that
this inspection can restore the situation of Japanese language education at that time and deepen our
understanding of the nature and specific content of the cultural activities of the Zenrin Association in
the western Inner Mongolia region.
